raise. i'm christian schaffer with details coming up. a proposal by police union how to cut taxes and keep you safe. the police department who offers say is modeling the way. >> a community mourn as young man whose life they say was cut far too short. i'm roosevelt leftwich, that story is coming up. what a beautiful day, we hit the 80s. the humidity is coming back. we have a full look at the forecast coming up. top story this evening, baltimore city's fire chief will get a waive and contract extension. this has drawn sharp criticism from firefighters and union leaders. christian schaffer is in downtown baltimore where the reaction was less than receptive. >> reporter: chief james clack of the fire department makes $161,000 already, today the board of estimates extended the

contract through the year 2018 with raises of $3000 each year at the end of the contract, for the making, $190,000 a year. this is drawn fire of course because of all the talk of the past several weeks and months over the closure of three fire companies in baltimore city, truck 15, east baltimore, truck 10 west baltimore, squad 11 southeast baltimore. the heads of both of the union that represent firefighters and fire office testified here against the raise saying the members haven't gotten raises and the chief shouldn't either. the firefighters rejected a raise that was proposed to them during the negotiations, their response to that was, sure you are you were going to give us a raise but going to increase the numb of hours we had to work to get the money. the chief got his raise today, both the mayor and head of the yawnion talk about that --

union talk about that after it happened. if we are all going to set this up, i think it needs to stop from the top down. >> we put an offer on the table. they have a right to their position and opinion about the hours they want to work. i'm making sure it's public. we could have been having a conversation about raises for firefighters and for clack, that didn't happen. >> reporter: comptroller and counsel president young voted against the raise. chief jam clack will be remaining the chief of the fire department through the year 2018. to arundel county, the police chief james tier will resign august 1st as county executive john leopold has been investigated for misuse of security detail after a no confidence vet of the police

chief -- vote of the police chief. the chief has taken criticism for extending service to collect $300,000 for one time pension payment. john leopold appointed pamela davis as the acting chief of police following tear's retirement. union leaders say cut backs could jeopardize baltimore's recent success in fighting crime and offering up a plan of their own. jeff hager has more on the blue print for improved policing. >> we will challenge the mayor and challenge anyone that says that you need more bodies on the street to make baltimore a safer city. no, you need to adjust the game plan. >> reporter: the fraternal order of police came up with its own plan for cutting time and taxes at the same time. it may come as no surprise the union would like to see 2900

active members receive nods on pensions, pay and time off. >> our offices are making 18% less than the median across the state of maryland. we are in a pension fight with the mayor we think she didn't have to go to because it's not going to save her money up front but created a morale problem. >> reporter: union leaders say morale suffered in the terms of a towing scandal that implicated 40 officers and new orleans and dealing with the corrupted department they recommended changes in recruiting new officers. the plan calls for recruits to have two years of college, or two years of military service. with a focus on returning veterans from iraq and afghanistan. rather than wait the outline the plan for a commissioner, the fop hopes the search committee uses it to help assess candidates for the job. >> our fop is going to remain engaged with the community, with the city hall and with our

police commissioner. we do that because we are not just going to be fighting for salary and benefits. it's more than that. now to a developing story this evening a community in baltimore county is grieving the death of a 17-year-old student killed in a crash this week. alex slammed in to a tree monday night on north green spring avenue. roosevelt leftwich is standing by now with reaction to his death. >> kelly, folks who knew the young man say he was a very nice kid and a very strong leader. alex died monday after the car he was driving crashed near the intersection of north green spring and high view. he was a heck of a swimmer and all around nice guy, he swam for mc donna school. he was a leader in and out of the pool and someone they could count on. >> he came in everyday with a big smile on his face.

mitzvah was coming up. i spent every other day for an hour working on the jacket. i ended up finishing it 20 minutes before we left for the bar mitzvah. >> he donated 5% of his revenue to swim across america. we spoke to aaa about the deadliest days for teenage drivers in the summer. the five most dangerous days on the roads for teens are in orderer, july 4th, june 10th, august 14th, august 8th, and july 9th. he died monday july 9th. on average more than 16 teens are killed in car crashes on each of these days. this story doesn't end with the life of aleck. we created a slide show on abc2news.com. watch the story we did on him last summer showing off his talent and creativity in making

in a little bit. bel air man serving a life sentence for a deadly road rage incident 30 years ago is a free man tonight. jury convicted pete cosmos in 1981, according to the daily record of baltimore, the former state's attorney said he should have been charged with second degree murder or manslaughter. his convictions will remain on his record. they are going to be two west red light cameras. according to the carroll county times, police in westminster are deactivating the cameras because officers say there had been more crashes caused by the rear end collisions than by running red lights. in march 2010, favorite cameras were installed and police took two down after one year review.

the presidential race will not be the only big topic come november in the ballot. maryland's same-sex marriage will be on the ballot. marriage alliance push received enough signatures to place the measure in from of voters, opponents submitted more than double what the board of elections required, same-sex marriage passed in maryland in february. speaking of politics , the fight over maryland's congressional redistricting map is inching closer to a referendum. supporters need less than 200 votes to get that on the . democrats say the changes reflect the changes in the state's population. stay tuned for that one. coming up, a murder investigation of a mother of three on the eastern shore and the family is stunned and grieving tonight. ♪

maryland law enforcement investigating the death of a mother of three whose body was found along a dirt road on the eastern shore. officers say the dna evidence links matthew burton to the murder of nicole bennett.

police in del aware say he the a sex offender and was a custodian at a church. troopers say bennett was working at the church the last night she was heard from. >> because we live in an evil world, evil exists, evil can find anybody at any time and it found my daughter-in-law. >> no word in the victim knew the suspect. he is in jail in del aware challenging extradition to maryland. maryland state police say a hearing is set up for next month. baltimore ravens running back ray rice is lawning an event called a ray of hope to help teenager whose have been bullied and thinking about suicide. the suicide of a high school student makes this event more important. in april the high school student 15-year-old committed suicide after bullied on social media web sites. maryland's first lady says friday's event is going to raise awareness on bullying and
